King colds hench men send a signal to what appears to be a ice planet where you see a silhouette of what looks like a female type of freezas race answer the message then you can cut back to goku and vegeta on yardratt both learning techniques untill they find a way back to earth to use the dragon balls

This is the wrong place for Vegeta to get the win. The right place was when Cell killed Trunks. That's where the storyline went too extreme for Goku and Goku started being ridiculously irresponsible with people's lives. Once Cell impaled shot a ki blast through Trunks, when Vegeta freaked out, he should have transformed into the 1st Super Saiyan 2 and defeated Cell. That was the right point in time for him to get the win.

Frieza’s power (final form) level prior to full power was 120,000,000. Vegeta’s was 2.5 million. 2.5 million times 50 is 125,000,000. That implies vegeta would have been stronger than roughly 50% frieza. So if frieza went final form off the bat or played vegeta like cell did to transform, he would have stomped vegeta.
